She's right, and you can generalise that to everything. There's no one thing that will guarantee success if you get it exactly right, and there's no one thing that you absolutely have to get exactly right in every game or you're guaranteed to fail. Pick anything - localisation, writing, art, sound, systems, programming, UI, whatever - and there'll be multiple examples of commercially and critically-successful games that have hosed it up royally.

They definitely didn't have that kind of flexibility. If anything, it's more likely that they originally wanted to tell some other story with her, and didn't do it for whatever reason, but were already locked into having her as a party member.

I haven't heard a specific reason for Hifumi not making it before, and since the wiki doesn't give a source for that claim I'm pretty suspicious of it. I don't think we really know, but given that she doesn't have any concept art for a Phantom Thief outfit or Persona or anything in the art book, I think it's less that she got cut as a party member and more that they just decided not to make her one, from very early on.

I did that. My spoken Japanese is super rusty, but to me, he definitely makes it sound like she was "an idea they had" much more than "cut content" like people seem to imagine.

It's accurate.

It's not blindingly obvious to me that the character in the VO is the same as the one on screen. It probably is, but I wouldn't be shocked if it's not.

What's weird is that none of this is new. Every major console that's ever existed has had strict rules about nudity and sex, and people have been releasing "censored" console versions of porn games since the PS2, if not earlier.
