They can pass stuff on to the DoJ for prosecution (and have, as we've seen), but the only thing Congress can really charge anyone with is contempt of congress. It's not a trial! All the stuff you learned about trials doesn't apply, and even if it did a lot of the stuff people know about trials isn't true either.
