And some are prone to illnesses that might be solvable but it requires widening the gene pool, ie. combining them with close breeds. But I'm not a dog breeder nor a lawmaker so I don't know how any such bans might be arrangeable in practise. "Ooh our pooch got mysteriously knocked up and the puppies look exactly like purebred pugs, heavens be blessed!"
