If local radio and I-pod playlists from Brother In Law are any indication, modern country music is the soft rock of the 2010's for people who like to sit around and drink Bud Light while listening to music that reminisces about drinking or maybe talking about a cute chick. All the music sounds the same and is sung by the same guy.

Modern mainstream Country was always kind of bad but it didn't get offensively terrible until 9/11. Its Christian Rock for people over 25.

This seems to be the most realistic solution, the IAD and FBI are not capable of investigating corruption and municipal politicians aren't able to reform the police force (at best they bring in a new superintendent and pretend they've accomplished something).
