The Obamacare repeal/replace was being done with budget reconciliation, a process that already nullifies the filibuster and goes to majority rules. And they couldn't get a majority, even though there are 52 Republican Senators and they don't even need a real majority, just 50 votes with Pence as tiebreaker. They don't have 60 votes to pass actual legislation that would repeal the ACA. If the Senate was a simple majority for all legislation, they could do complete repeal on a simple majority vote. This is what frustrates presidents. I originally thought it was a 60-threshold, but everything I read says this particular bill passes the Byrd Rule reconciliation threshold of 50. If I find a full explainer (and the bill isn't dead yet) I'll post it.
