If he can't have his lovingly handcrafted poor-loving bill to put on the trophy wall to show to his donors he'll throw full repeal out to everyone and force them to vote on it. That's my immediate reaction anyway, because I don't see there being any way to expect something that obliterates medical care in this country to pass. There weren't enough people in the Senate that wanted to own the last destructive plan. Making it blow up even bigger isn't exactly a good negotiation tactic.

The Obamacare repeal/replace was being done with budget reconciliation, a process that already nullifies the filibuster and goes to majority rules. And they couldn't get a majority, even though there are 52 Republican Senators and they don't even need a real majority, just 50 votes with Pence as tiebreaker. So you apparently also do not know what just happened in the Senate.

They don't have 60 votes to pass actual legislation that would repeal the ACA. If the Senate was a simple majority for all legislation, they could do complete repeal on a simple majority vote. This is what frustrates presidents. I originally thought it was a 60-threshold, but everything I read says this particular bill passes the Byrd Rule reconciliation threshold of 50. If I find a full explainer (and the bill isn't dead yet) I'll post it.
