I guess they just asked for an extension so they could replace the old licenses gradually as they expired rather than doing some bigger rollout. NC's are now. It was gonna be sooner but the original contractor the state used hosed something up so they had to cancel and find another one, so they didn't start printing complaint ones until this year. They look really stupid.
