Naturally when you have land and real estate in city center you want to make money. They would be located on a plot of land formerly occupied by a building entered into a registry of historical buildings. Demolishing such a building is quite illegal and there are two ways to deal with this.
Brute force way is to “oops it was consumed by an accidental, I repeat accidental fire” method, which is by the way employed by some companies in Warsaw. Nice way is to have your guy in a decision body where rulings on whether to cross a building out of the registry are made. Srebrna, being the known property of LAW AND JUSTICE party, chose the second way.
So the eyesore is no more, what next? Well, to build the towers there’s quite a bit of legwork to be done by lawyers, the developer, etc. To that effect, Srebrna has established a front company to deal with this side of business. All of that so that the media wouldn’t catch that quickly to the fact that poor man Kaczynski is a big developer bozo. This front company dealt with lawyers and one Austrian businessman who by the way has family ties to Kaczynski. Now this dude and the lawyers have for 1,5 years been doing the stuff one does to prepare for actual construction work. However, he did it basically for free, paying out of his own pocket, on the assumption that Srebrna would pay him after the construction permit is issued. No contract has been signed to that effect, because Kaczynski is a LAWFUL AND JUST man and after all they are family.
Well then, the local elections are upon us and Kaczynski realized that with PO in power in Warsaw they won’t get the permit because PO hates PiS (questionable but possible). The PiS candidate for city mayor is a laughable shmuck and by the way a non party candidate representing people of Warsaw starts to reveal the Srebrna business dealings during his campaign.
So Kaczynski, Austrian businessman and some other guy have a meetup which is recorded by the Austrian because he knows that something's up.
Kaczynski unknowingly goes on record, saying that he’s sorry but there is no way they can pay for all the work that the Austrian has done because there is no legal reason for them to do so without seeming suspicious. After all, the money were to exchange hands only after the permit was acquired. BUT he devised a devilish plan to get the Austrian his money in another way, that is, the Austrian is to sue the Foundation threatening legal action if not paid for whatever fictional reason and the institute will fold like a house of cards, not even go to court with the Austrian, instead they will settle the matter out of court (the deal will be secret so that no one knows the real amount of money transferred and for what it was) and the Austrian will drop charges.
The Austrian refused this approach and instead dropped the tape to journalists.

In the background of this is from where the actual money to pay for all of this would come. The front company would get a loan from Srebrna and at the same time take a mortgage from a bank under PiS control. The loan from Srebrna would then be repaid with money from the mortgage. And the way you organize all of this is one quick conversation with CEO of the bank.

This is all real, this is on tape.

The cherry on top is that PiS actively pursues all suspected shady real estate dealings of their arch enemies PO and has built quite a political capital on this over the last years.

Hooray no one cares especially not PiS MPs and electorate. The official party line is that Kaczynski is a genius strategic mind and a savvy businessman to boot, oh and by the way, he didn't use one curse word during the whole recording.

So basically Poland is like Florida with snow and better vodka.
