I'm going to go out on a limb and say that Japan was successful, and that drop IS the best possible outcome.

Halloween candy has been on grocery store shelves since late July here, and they added a pop-up aisle to house the unsold school supplies that were evicted from the seasonal section. They've also dismantled the organic u-bag-it dried fruits, granola and nuts section and replaced it with canned bulk staples - like five pounds of corn in a can from some company I've never heard of.
