this is the logical conclusion of the prediction of 60 inches over 3 days or whatever

sounds like it was a combination of things:

* tropical storm allison was in 2001 so not sure if there's strong recent memory of insane flooding in houston
* the hurricane rita evacuation was a shitshow so there was probably reticence on the part of civic officials to evac if danger didn't materialize
* the forecast models predicting biblical floods was really unusual, so it was hard to communicate the danger effectively, esp. with the level of doubt that any forecast still has
* the public tends to focus on saffir-simpson scale with tropical systems, so when harvey starts downgrading with land interaction the perception is that the situation is safer
