On the morning the Scottish Militia Bill was due to receive assent, it was learned that there was a French war fleet heading for Scotland, who had historically been allied with the French against the English, and that passing the bill would most likely lead to the invasion of England. Luckily, everyone agreed that they had, in fact, misinterpreted the convention, which was that the Crown would only refuse assent on the advice of its ministers.
