tl;dr My older brother used to beat me up a lot growing up. It got to the point where my parents had to send him away to live with our aunt and uncle just to keep me safe. He's calmer now, and he's doing really well for himself, keeping away from negative influences. I've never seen him act aggressive towards any women, but over the holidays I accidentally walked in on his girlfriend while she was in the bathroom and I noticed bruises along her arms and neck, which she had been hiding under makeup and thick layers of clothing for most of the night. She was also unusually quiet the entire night. I'm sure you know what I'm getting at here. I don't know what to do. I don't know what's going on with them, whether he's the one who gave her those bruises, and I don't want to point fingers but I also don't want to ignore the signs like everyone did with me when I was the one he was beating up. What should I do? Talk to the police? Talk to her? I don't want to approach my brother with this because if I'm right and he's the only who gave her those bruises, he'll probably just lose his temper on her thinking she told me.

Ugh, this is such a lovely situation to be in. Given the older brother's history I'd say talk to her alone and let her know what he used to do to you then offer support.
