There is no law practice preventing the president from doing what he just did. The special prosecuter law prevented the president from firing a special prosecuter but that law was constitutionality suspect and has expired regardless.

Hmm, dunno anything about that Rosenstein guy. My initial feeling was that he was after the job himself, but got caught with the knife, and is now scrambling for cover. Not exactly someone who will respond to a pompous editorial. I suppose he could pull the Elliot Richardson thing and resign, and then spend the rest of his life boasting about it on NPR, but that is a fate worse than career death.

Reading the article, this was about money raised to host the convention in Philadelphia, not money spend to promote any particular candidate. So it's not like Trump helping himself to the cash pile or Rove spending $100 million on... something. It's pretty reasonable to give out a bonus for good work. Especially since the Democratic convention was such a rip-roaring success.
