One possible reason is that storm bolters will cost more post-FAQ or CA18. Because they are currently a pretty brain-dead choice.

Presumably, the new commanders will be quite similar and you can build your own Primaris Librarian with a unique set of traits and whatnot. It appears that the commander boxes provide a fixed set of traits and level-ups and perhaps include some exclusive traits.

I hope they are mostly single kits. Dual kits are great for arm swaps that can be easily magnetized,but for something like this, you’d just likely end up with a bunch of extra parts and pay extra versus a single kit. Each variant is way too distinctive.

You get to see your opponent's roster and what mission you mission you're playing before you choose your 100pts "kill team." Your kill team is subject to the restrictions on wargears, model count limits, etc. I believe both you and your opponent simultaneously reveal which models your kill teams are composed of. You don't get to see your opponent's roster, you just tell each other your faction keyword.
