A quick Google search says you can only be stripped of retirement benefits if you're convicted of a national security violation under the Hiss Act. I mean, I'm sure they'll try, but saying a retiree shouldn't have done enough drugs to melt the urinalysis cup because they should have known they were going to be drafted is probably a stretch.
