But – facing a backlash from Korean politicians and on social media – authorities seemed to change tack on Monday, saying they had deployed about 137 personnel to Itaewon that night, compared to about 30 to 70 personnel in previous years before the pandemic.

“For this time’s Halloween festival, because it was expected that many people would gather in Itaewon, I understand that it was prepared by putting in more police force than other years,” said Oh Seung-jin, director of the violent crime investigation division at the National Police Agency.

However, he admitted, “currently there is no separate preparation manual for such a situation where there is no organizer and a gathering of a crowd is expected.” Moreover, the police had been deployed not for crowd control – but for crime prevention and to prevent “various illegal activities.”

The actual number of the policemen at Itaewon was 137, with only 58 officers in uniform - the rest being plainclothes officers focused on petty theft and drug offenses, not crowd control.

Park in front of presidential office to be named 'Yongsan Children's Garden'

quote:

The park in front of the presidential office in Yongsan will be named the "Yongsan Children's Garden" to highlight its purpose for children and families, an official said Monday.

The land adjacent to the presidential office building is being transformed into a large park after U.S. Forces Korea returned the plot to the Korean government as part of the relocation of its headquarters to Pyeongtaek, 60 kilometers south of Seoul.

...

"We decided to show our commitment to giving our future generations a garden where they can freely enjoy fair opportunities," the presidential official said.

Civic groups, “contamination cleanup first” in Yongsan Park, which is about to open next month

quote:

On the 4th of next month, on the first anniversary of President Yoon Seok-yeol’s inauguration, Yongsan Park using the return site from the US military base was scheduled to be opened to the public, and civic groups urged Yongsan Park to clean up the pollution and stop opening it.

...

Meanwhile, the government plans to transform the return site of the USFK base into a ‘Yongsan Children’s Garden’ next month and open it to the general public. However, civic groups are raising concerns, saying that harmful substances such as arsenic and dioxin were found to exceed environmental standards at the time of temporary opening last year.

Land for Yongsan Park to Be Returned in June Also Smothered in Carcinogens, But Government Insists on Opening the Site in September Without Any Cleanup

quote:

The government claims that the danger of carcinogens is not high since this area was used as the USFK residence, but an inspection by the Ministry of Environment revealed that there were three oil leaks in this area alone. The government plans to open some of the area without any cleanup operations this year.

...

Inspectors found over ten carcinogens including copper and nickel and the contamination rate exceeded the standards for Area 1 in 119,250m2 or 82% of the 144,626m2 residential and school area. They also found total petroleum hydrocarbon (TPH), a pollutant from oil, in the groundwater at a level that was 2.73 times higher than the legal standard. If the government wants to turn this site into a park, it has to make sure that the soil contamination level fulfills the standard for Area 1 according to the Soil Environment Conservation Act, but the level of contamination exceeded the standards for all substances.

In some areas, the government even detected dioxin, a Group 1 carcinogen. The highest concentration of the toxic substance was confirmed to be 5,568.7 pg-teq/g, which is 34.8 times higher than the standard for Area 1, which will be applied beginning this July. Dioxin is considered the most toxic man-made substance. Once it enters the human body, it is not easily decomposed and released. So it continues to cause harm. According to the inspectors, there was 39.9 times the Area 1 standard of arsenic, another Group 1 carcinogen; 23.4 times the Area 1 standard of TPH; and 7.2 times of xylene, which can cause pneumonia.

...

The report also included an analysis showing that dioxin was released in the process of burning and burying garbage. The report claimed that the ashes from the incinerator were scattered, contaminating the surface soil. The ashes then seeped into the soil mixed with rainwater spreading the pollution. Choi Yeong, an activist of the Korea Federation of Environmental Movements in Seoul said, “The toxicity of ash from incineration is a problem that has been known for decades. There is no way that the USFK did not know this.” He further argued, “Failing to properly seal the ashes and just letting them blow in the wind was very irresponsible, and clearly a mistake by the U.S. Forces.”

The government plans to open some of the land it will receive back in June and some of the residential areas it received from the USFK last February after only makeshift measures and no cleanup operation within this year. Kim Eun-hui, head of the Yongsan Park Citizens’ Council said, “The oil leaks in the residential and school area in the site to be returned in June were known even in the past,” and argued, “Yet the government is stressing the safety of its plan to temporarily open the area claiming that it was used for homes and schools. This is deceiving the people and neglecting safety.”

The command did not elaborate on other details.

"We ... are working with our KPA counterparts to resolve this incident," the UNC said in a tweet referring to the North's Korean People's Army.

The incident came as Pyongyang is expected to respond angrily to the first U.S. nuclear-capable ballistic missile submarine visit to South Korea in decades and the inaugural session of the allies' Nuclear Consultative Group in Seoul this week.

quote:

The North’s increased use of factories at Kaesong comes despite recent warnings from the South against using equipment and facilities left behind by South Korean companies when they withdrew from the zone in 2016.

Based on Seoul’s own surveillance of activity and vehicular movements in the Kaesong Industrial Complex and estimates of the North’s electricity supply to the zone, the regime is likely running at least 30 factories, according to multiple South Korean government officials who spoke to the JoongAng Ilbo on condition of anonymity.

This is gearing up to be a pretty big dispute. Let's see if other countries join the banning side or buying more Japanese seafood side. I have a feeling its going to be a drama in Korea.

Oh yeah, big time drama. Even the conservative newspapers are speaking out against Korea's support of it.

Editorial - A bad precedent

quote:

What was unexpected was Seoul's move.

Korea and Japan have long been closest geographically but furthest apart in terms of national sentiment. So, Seoul's otherwise unthinkable act of consent must have been the proverbial "support of a thousand horses" for Tokyo. A simple endorsement did not suffice. The Yoon Suk Yeol administration made PR material to advertise the released water's safety using taxpayer money while attacking its political opponents as scaremongers. Little wonder Koreans ask whether theirs is a Korean or Japanese government. Greenpeace called it Tokyo's irresponsibility plus Seoul's abetment.

Yoon, who prioritizes trilateral cooperation, might have found it difficult to oppose what Japan decided and America supported. His shortsighted adherence to nuclear power generation could be another reason.

Still, Korea must have an independent voice on issues of global importance, like the environment and climate. As far as nuclear issues are concerned, Japan is becoming a world first, for the second time, by leaving a bad precedent of polluting the ocean with water tainted and originating from a nuclear disaster. Who can block similar attempts by others in the future? And why should Korea become an accomplice for this historic blunder?

Korean firms face backlash over plan to serve more seafood at cafeterias

quote:

Although some HD Hyundai officials explained that their cafeterias allow choices among a wide variety of foods other than seafood, similar controversies are expected at other companies, as the government and the ruling People Power Party (PPP) continue urging businesses to encourage seafood consumption by taking advantage of their cafeterias.

"The party and the government will support fishermen by continuously holding meetings with catering service providers," Rep. Sung Il-jong of the PPP said.

...

The Korean Confederation of Trade Unions suggested that workers are used by the government as "guinea pigs" to test the safety of seafood.

Against this backdrop, fears are also growing among parents over the possibility of school cafeterias following the suit. In response to concerns, the Ministry of Education said Friday that schools have served seafood that went through safety inspection.
