It's using the dynasty warriors engine which seems to handle much larger groups fine on switch. And yes that's a possibility. The few folks we've seen from the church seem more "duped by a possibly evil god" than actually evil.

One lore bit from the spoilers clarifies the situation with Rhea I think. Fairly minor spoiler. The church itself is split into two factions which means Rhea and the others could be with the church but not be villains if things are going with the evil church twist.

It definitely sounds like they're going to have a lot of unique missions but it's hard to tell from what has leaked. Like for example the last mission of the first act is the same mission but changes a lot based on your house decision.
