I'd say it's unlikely because Jim the EA producer who made the HD version of the first games happen (and pushed to get the C&C stuff included in this drop of old EA games on Steam) is involved with a Star Wars strategy game at the moment.

The old freeware releases (which were actively done by EA as promotional events, it wasn't some legal thing) are still available through CnCNet, who run a new multiplayer server for all the games. EA are fully aware of them (they're mentioned in a credits textfile in the new Steam release) and seem perfectly happy to keep letting them do what they do.

From giving Red Alert 2 a quick spin, the Steam releases have some compatibility stuff thrown on so you can play single player out of the box, but the multiplayer still seems unpatched so you'll still need CnCNet to play online.

iirc there actually were crazy people datamining with gamesharks back then, so they took a lot of measures to keep it hidden, like scrambling the data and the cheat passwords, and not even telling some of the development team about it (and most of the people who did know weren't told the final passwords!)

iirc back in the day, kaneko didn't do concept art. he drew the sprites directly into the computer off the top of his head without any planning, then did the drawn version later for the strategy guides. absolute king poo poo.

apparently they aren't ai upscales. or upscales at all. they just resized the textures in photoshop to 2048x2048. nobody's quite sure why. malicious fulfillment of a contractual obligation for "higher res textures"?

iirc there's also a bunch of garbage data and empty nonsense padding out the archives for some reason. i don't have the modding knowhow or tools to look deeper for myself but they're generally all like ~10x the size of the original game's?

it was common practice on disc-based systems (especially ps3 with its real slow blu-ray drive) to pack in a bunch of dummy data to push the game data to the physical edge of the disc so it could load faster.

it's possible some studios filled in garbage data, but i know for a fact that the disc image tools for PS3 and 360 (and I assume previous generations as well but I never worked on them) let you literally decide what physical sectors individual files went in, so you wouldn't need to "push" game data to the edge, you just put it there.
it was more common on like ps1 and ps2, but it was def. happening. one ps2 game had a dummy file that was just a zip file of the renderware sdk! the south park pilot thing was some ea golf game and they got into some trouble over it iirc
