Z, V and others letters that were used originally denoted to which front or army group that particular vehicle was assigned to. The Z was most common as is was the biggest, and the one that was going to take Kyiv and northern parts, so that stuck as the overall symbol. Why go with western letters instead of cyrillic? Who knows.
