The Phoenix is terrible until the '38 hull, and then you got to join the cool kids club. It's great for clubbing destroyers: guns, torps, and if all else fails, ramming!

I'm pretty sure you don't, considering how much the RNG spreads shots anyways. Unless you're trying to sneak, just shoot guns in the general vicinity (especially if you see smoke) until you feel you can start landing shots.

Where are these things like ROF upgrades? The only options I see on my ships are for things like reduced chance of crit to component/reduced repair time.

Cruisers like having friends. If you need to deal with a battleship, find someone else to help:
DD- pop in and out of the smoke, and screen for the DD so that they can get their torpedoes off
CA- attack from different angles, and hatch the BB in with your torpedoes and guns
BB- kill faster, and protect your BB from aircraft if needed
CV- harass the BB while torps wear him down, then go in for the kill when it's crippled.

US DDs can brawl with the early IJN cruisers, starting at T4. Those three twinned guns can just fire nonstop.

I've taken to sending my torpedo bombers to whatever the chokepoints are on the map. Someone always tries to rush ahead and be clever, and even a DD can have a hard time dodging in those narrow straits.

I finally got to the New Mexico and I'm loving being the unkillable god-king of V-VI ranked (barring Molotovs, that is). The default range is absurdly small though; being outranged by DDs before upgrading is just goofy.

I can't speak for the later ones, but the T4 Russian cruiser is amazing at getting citadels. The shells aren't too big, but when you can shoot a broadside at steep approach angles and the shell velocity will penetrate any other cruiser you face.

I made it to the Colorado. Aside from finally having 16", what can I expect? I've read that it still follows the heavy armor but tight turn style of the New Mexico, but don't know much else aside from there being a lot of contradictory pre/post-buff opinions.

I just had a Blys match where I wound up with mostly T5s, and discovered quite by accident that Blys AP will citadel an Omaha every time. 14 citadels in three volleys (some shells hit water) and he sank.

A good book on this battle is The Last Stand of the Tin Can Sailors. I have it and highly recommend it.

The Battle off Samar was crazy. If the Sammy B was a T1/T2 premium, I'd buy it immediately just for the legacy.

Sviet, the T4 Russian Cruiser. You'll face things with weak sides, and the upgraded guns have the muzzle velocity to punch through just about anything and do so accurately.

Change your port to the anime one that starts with a Y. ARP ships have port slots that are only usable by that ship (deleting the ship doesn't give you a free slot).

Low tier German BBs are fun once you've confirmed that nothing nearby has torpedoes and you can drive straight into the middle of the enemy. The smaller but faster guns combined with the German secondaries makes for great brawls.

After fully researching the Minekaze I rebought the Isokaze to prep for the new IJN DD branch.

...except I forgot how much fun seal-clubbing is. T4-T5 games are a magical wonderland of straight-line sailing.

My favorite T6 Ranked match was in a Bayern. Double-Strike a pair of DDs with guns and secondaries, gun down a Fuso, and then ram a full health New Mex as it rounds an island with guns pointed the wrong way.
