This is something where the impact would be mainly rental car companies and it’ll depend on how aggressive they are about it. Even if it’s only some types of state IDs/licenses that are invalid if it’s ambiguous enough then they may just blanket deny people from those states.

So let’s look at their table. I just grabbed Vermont, it indicates that the invalid licenses are those that say “Not for REAL ID Purposes Driver’s Privilege Card”

That appears on all non EDL/Real ID licenses so publishing that this license would be invalid impacts US citizens.

For other other states they at least link to sites that talk about being for people that are “unable to establish legal presence” or the like. But they call out the phrasing “Not for Federal Identification” as being the class of license that is not valid in Florida. Notably this is every non Real ID state license issued after Real ID is implemented in the state. Note for example the Connecticut link here: https://portal.ct.gov/-/media/DMV/Real-ID-Brochure-English.pdf

Even if the state legislature intended the law to only apply to those licenses in “other U.S. states to immigrants living in the country illegally” based on this list from FLHSMV they’re issuing guidance that all non real IDs are not valid in Florida. That’s a big problem.

My mom burned through enough between being an owner-breeder and a couple syndicates that the IRS was skeptical of the business vs hobby determination and did a full audit. Their accountant’s office is like wall to wall horse stuff and I’m pretty sure that helps at least somewhat with the domain knowledge needed to make the “not a hobby” argument.

The physics department got at least a decade of jokes out of that. I wonder if there would be more consequences than that today…
