If the guy had a something like a .44 magnum and used it at short range, the bullet might well have gone right through even though the vest was in perfect working order.

It's mostly just that the ending was such incredible dogshit that it retroactively tainted the entire game.

Actually discernible facial animations, a detailed physics simulation embedded into gameplay, a story that's told indirectly in a very immersive fashion, a number of unique enemies and weapons, and all of that based on an engine that turned out to be one of the most versatile and lasting engines in the industry. Setting up turrets in Nova Prospect was cool at the time because few (or perhaps no) other games at the time allowed you to just pick up a thing, plop it down anywhere, and watch as it's rocked back and forth and eventually knocked over by enemy gunfire. Of course, the rest of the genre quickly caught up to that level and eventually eclipsed it, and now much of that is fairly standard fare. But at the time it came out, it just blew our minds. So apparently quite a few people are hoping that a theoretical Half Life 3 would be another massive leap forward like that, no matter whether that's actually possible or feasible.

Sure, they were presumably banking on making a significant chunk of money through microtransactions over time, but even if they manage to outright double the money made from initial sales that way, they'll still fall short by a large margin. Usually the success of games like these is measured in whether they manage to hit their projected profit goals. This one might not even manage to break even in a reasonable time.

So it's great if you're some high-paid professional who often has to travel between major centres like Washington to NY and back, but it's not much help if you're one of the tens of thousands of people who have a daily commute from their home to their workplace and can't use a car.

That said, it's borderline guaranteed to be either struck entirely or severely limited in scope once the constitutional court gets to it.
